Joe is a recognized expert in seismic evaluation, design, and retrofitting of structures. He has directed the seismic peer review of more than 50 high-rise buildings, and he has led the seismic evaluation and retrofitting of numerous structures. Joe has contributed to the development of building codes, serving on committees of the American Society of Civil Engineers (ASCE), the American Concrete Institute (ACI), the U.S Building Seismic Safety Council (BSSC). He led the development of state-of the art recom­men­dations for high-rise design, published by the Structural Engineers Association of Northern California (SEAONC). Joe served as a Director of the Earthquake Engineering Research Institute (EERI) and the SEAONC. He is elected as a Fellow of the Structural Engineers Association of California (SEAOC). Joe’s awards include a Fulbright scholarship to New Zealand and a post-doctoral scholarship to Japan.
